Rule 19
Budget formulation
(1) Each office shall be subject to the budget limits and budget guidelines and circulars determined by the taluk office and the Ministry of Finance, and shall formulate the budget for the next financial year based on the target to perform the work in accordance with its objectives.
(2) The Government of Nepal may allocate budget for multi-year projects on the recommendation of the National Planning Commission. For projects and programs other than multi-year projects, the National Planning Commission shall determine the priorities and policy goals for the plans and programs of the next financial year and provide necessary guidance to the relevant ministries and the Ministry of Finance before the circular as per sub-rule (1).
(3) Taking into account the goals, policies and guidance of the National Planning Commission of the periodical plan, the work to be done by the Government of Nepal, the goals to be achieved, the program and the financial resources and also the following items in view, taking the advice of the National Planning Commission, the relevant ministries and agencies for the coming year. The Ministry of Finance will determine the limits of regional and ministerial budget amounts. The Ministry of Finance will issue a circular specifying the limit of the budget amount determined in this way and the time to submit the budget to the relevant agencies in accordance with the budget directive made by the Ministry of Finance:-
(a) Works to be performed annually,
(b) Works targeted by the Periodic Plan,
(c) ongoing works or projects,
(D) Work to be done during the period as mentioned in the foreign aid agreement,
(e) Works according to the policies and programs of the Government of Nepal,
(f) If the three-year budget limit is set, the programs according to the same,
(g) Other essential matters.
